It is
important that all players, coaches, managers and match officials are familiar
with the following matters. Please
distribute widely to all players and officials.
PLAYERS & OFFICIALS IN THE TECHNICAL
AREA
This matter has been addressed due to
problems arising from unauthorised persons being in the technical area. FIFA rules (p.56 The Technical area) state
that:

The number of persons permitted to occupy the technical area (and
therefore a team’s bench) is defined by the competition rules.
·
The occupants of the technical area are identified before the beginning
of the match in accordance with the competition rules.
In accordance with FIFA rules the NFSL rules
will allow a maximum of eight (8) people in a team’s technical area. These people must be named on the team card,
which allows up to five (5) substitutes and up to three (3) team
officials. If any team wishes to extend
the number of named team officials this must be done at the expense of named
substitutes and the team card must be marked accordingly, e.g. Massager, Fred
(Physio).
Teams must ensure that no other persons
occupy the technical area during a match.
Players are reminded that FIFA rules (p.20
Law 4 – The Players’ Equipment) state that:

A player must not use equipment or wear anything that is dangerous to
himself or another player (including any kind of jewellery).
Please note that this rule does not allow
players to wear any form of jewellery and match officials must
enforce it.
From 2006 clubs will be
required to produce a match programme for all Premier (men and women), 1st
and 2nd Division matches. The
minimum requirement for the programme will be the publication of team lists,
including numbers, for both teams.
Visiting clubs must provide the home club with a squad list by 10.00 am
on the Wednesday preceding the match.
All clubs must send a copy of one match programme to me
before the end of April.
The NFSL Youth League is now strictly an
Under 19 competition and no overage players are permitted.
All team entry fees are now overdue. Any teams that are not financial at the beginning of the season will forfeit any points earned until their fees are paid in full.
NFSL MATCH BALLS
The proposed sponsorship
arrangement with Lotto Sports has been put on hold due to some clubs being
unwilling to use Lotto balls. Until
further notice clubs can use any brand of ball in NFSL matches.
TEAM CARDS
Please note that all teams
are required to grade the appointed referee of NDSL matches on a 1-10
scale. The grade must be entered on the
team card by a team official.
